Set pressure cooker to "sear". Add butter and garlic and brown. Add salt, pepper, paprika, chili flakes, and saffron. Add shrimp and cook for 2 minutes. Add rice and chicken stock
Close and lock the lid and set to "fish" and adjust for 5 minutes.
When done, quick release and make sure all pressure is released before opening lid and stir. Garnish with scallion. Serve and enjoy.
